Since 28 October 2026, online gambling operators in Spain have been required to comply with new rules on verifying payment method ownership for both deposits and withdrawals, under Royal Decree 813/2026.
When it comes to Bizum, identifying who is behind a payment involves more than simply checking the mobile phone number used. Bizum ID enables access to identity information held by the user’s bank, with their consent, helping operators verify payment ownership.
In this article, we explain what has changed under the new regulations, the challenges involved in payment verification and how we at PaynoPain are working to integrate Bizum ID into our gambling payment platform.
Royal Decree 813/2026, of 7 October, amends Article 21.2 of the anti-money laundering regulations applicable to gambling, introducing requirements concerning the ownership of payment methods used by players.
Operators must verify that the person who owns the payment method used to deposit or withdraw funds is also the holder of the gambling account. This obligation applies to different payment methods and requires operators to establish appropriate verification procedures.
The measure aims to strengthen payment security and control across online gambling platforms, preventing players from using payment methods belonging to third parties. For example, a player cannot use a family member’s Bizum account to make deposits or withdrawals from their sports betting account.
For gambling operators, this presents three main challenges:
In this context, having an online gambling payment gateway that integrates payment processing with the available verification tools can help operators adapt to these requirements.
The regulations came into force on 28 October 2026, although an additional period has been established to verify payment methods belonging to existing players and allow operators to adapt their systems.
The key dates are:
During this period, existing players can continue making deposits and playing using their usual payment methods. However, they cannot withdraw their winnings until payment method ownership has been verified.
If verification has not been completed by the end of the six-month period, the operator must terminate the gambling account agreement, notify Spain’s Directorate-General for the Regulation of Gambling (DGOJ) and return the available balance, including outstanding winnings.
Further information is available in Royal Decree 813/2026 published in the BOE.
Each payment method presents different challenges when verifying its owner. Card payments may require additional checks, while bank accounts involve matching the available account holder information. With Bizum, the verification process must establish a connection between the payment and the identity of the person making it.
Bizum allows players to make payments through their banking app using their mobile phone number, without entering card details. Many gambling operators offer it as a deposit option, particularly for smaller amounts, as Spanish players are already familiar with using it in everyday life.
Under the new regulations, offering Bizum also means being able to demonstrate who owns the account used for payment. This is where Bizum ID comes in.
Bizum ID is a digital identity service that allows a person’s identity to be verified using information held by their bank, with the user’s consent.
Unlike a standard Bizum transaction, where the mobile phone number identifies the payment method, Bizum ID provides additional information to verify the account holder’s identity. This can include their full name, mobile phone number and identity document (DNI/NIE).
Operators can compare this information with the details registered on their gambling platform to establish whether the identities match. The process requires the user’s authorisation and the corresponding bank authentication procedure.
In addition to supporting regulatory compliance, Bizum ID can offer several benefits to gambling operators:
These benefits are particularly relevant for operators looking to improve online casino payment processing and reduce the complexity of identity checks.
Integrating Bizum ID with PaynoPain’s SHV (Source Holder Verification) makes it possible to check whether the payment method owner matches the player registered on the gambling platform.
Operators only need to integrate with PaynoPain once. As the payment service provider, we manage the connection with Bizum ID services.
The process for a player’s first deposit with Bizum involves five steps:
Following the initial consent, PaynoPain stores the authorisation and refreshes identity information before each new deposit or withdrawal, repeating the verification without requiring further action from the player while the consent remains valid.
If the ownership information changes, the system can detect the difference during the next verification. Withdrawals are subject to particularly strict controls, as funds cannot be paid out until ownership has been confirmed.
During the transitional period, players with existing accounts can continue using their previously registered payment methods for deposits (pay-ins) and withdrawals (payouts), subject to the applicable verification requirements. Payment ownership verification is required for new players and when a new payment method is added.
Operators must bring existing accounts into compliance before 28 April 2027, when the transitional period ends. They can notify players about the need to complete verification through messages on their platforms or by email.
PaynoPain’s SHV (Source Holder Verification) centralises the available ownership checks for certain payment methods, including Bizum and bank accounts, depending on the features enabled in each case.
The verification process can produce different outcomes:
